Simultaneously, her marine biologist colleague, Dr. Aris Thorne, identifies a virulent bloom of toxic algae (*Chattonella*) in the harbor, producing brevetoxin. The situation intensifies when a second victim, Dale Kessler, Morla's housemate, dies from acute organophosphate poisoning, and an unknown organophosphate compound is detected in patient samples. This reveals a "triple-hit toxidrome": chemical immunosuppression from MCHM, neurotoxicosis from brevetoxin amplified by the MCHM, and direct exposure to a novel organophosphate.

The investigation uncovers a deep-seated conspiracy involving Victor Deschamps, owner of Harbor Diagnostics, and Dr. Leonard Orin, a chemist with a background in classified Department of Defense chemical research. Orin, operating a secret laboratory hidden within a sunken barge and a bayou cabin, has been developing and testing a series of persistent organophosphate compounds (CBA compounds) under a program codenamed HARVEST since 2018. Deschamps facilitated this by laundering funds, arranging illegal waste disposal, and using Harbor Diagnostics to conduct clandestine "inspections" that masked Orin's true activities. The flood acted as a catastrophic amplifier, unleashing years of accumulated toxins into the public waterway.

As the body count rises and the true scale of the contamination becomes apparent, Maren realizes that the concept of a single "patient zero" is irrelevant. The outbreak is a systemic contamination event, a "superspreader" driven by a chemically optimized algal bloom feeding on legacy organophosphates and MCHM. The compounds, designed for "area denial and population-level behavioral modification," have caused widespread illness, false negative test results, and irreversible neurological damage in the exposed population. Facing political pressure and threats from entities attempting to bury the classified program, Maren leaks critical information to the press, forcing a federal investigation and widespread public health interventions. The book concludes with the harrowing realization that the "cost of containment" for Port Verge's poisoned harbor may exceed any viable "cure," leaving the city's future uncertain and its inhabitants facing long-term health consequences from a deliberately engineered disaster.
