While the town authorities, led by Mayor Evelyn Rourke and Detective Luis Ortega, dismiss the death as an accidental fall, Maeve and Harlan’s apprentice, Jonas, uncover evidence of a decades-long conspiracy. Through Harlan’s hidden journals and a series of "proofs," Maeve links the current redevelopment of the town by the shadowy NorthStar firm to the unsolved 1998 disappearance of a young girl named Lily Whitcombe.
As Maeve digs deeper, she faces escalating threats from NorthStar’s regional director, Jonathan Caldwell, and a local traditionalist, Jedediah Stone. She eventually discovers that her own father and other town leaders were complicit in a smuggling operation that resulted in Lily’s accidental death. To protect their economic interests, the town’s elite scuttled a vessel in the unchartered "Reed's Cove" and used municipal dredging projects to literally bury the evidence under layers of silt and sand, creating a false coastline that Maeve must now expose.
The mystery reaches a climax when Maeve and a reformed Detective Ortega retrieve a duplicate ledger and physical evidence from the submerged wreck. In a final confrontation at the lighthouse, Caldwell attempts to use the tower’s radio equipment to broadcast a narrative that scapegoats the Mayor and protects his own escape. Maeve sabotages the lighthouse's power to thwart the broadcast, leading to a struggle that ends with Caldwell falling to his death and Jedediah Stone sacrificing himself to stop the cover-up.
In the aftermath, the "pact of silence" that held Hollow Bay together for twenty years collapses. The town’s elite are arrested, federal investigators dismantle the corrupt financial network, and the truth about Lily Whitcombe is finally brought to light. Maeve find reconciliation with her father, who finally finds peace by confessing his sins. The story concludes with the lighthouse—a symbol of the town's restored conscience—shining a steady, honest light over a community finally ready to move past its haunted history.
