The team infiltrates the coalition's processing center and recovers vital documents, including the original 1878 land grant, Margaret Voss's accounting of fraudulent transfers, and a critical letter from former head librarian Eleanor Sinclair, revealing a "hidden architecture" of truth embedded within the library's cataloging system. They discover Hassan, a former colleague presumed to be a traitor, was a test subject for the Silencer, his cooperation a desperate attempt to gather intelligence from within. Using this intelligence, they orchestrate a daring plan to disable the Silencer's primary power source, temporarily halting its mind-numbing frequency across the city.

In a climactic infiltration of the coalition's headquarters, they steal "Project Chimera," Thorne's master registry of all sealed and suppressed documents. Despite Thorne's direct confrontation, they escape and broadcast Project Chimera through the WhisperNet, triggering a city-wide awakening of collective memory. The coalition retaliates with a new, adaptive Silencer and attempts to co-opt WhisperNet, but the Keepers devise a peer-to-peer mesh network and a physical data distribution plan, making the truth un-jammable and un-erasable.

The narrative culminates with the team decentralizing the archive, entrusting critical documents, including a master microfilm negative, to couriers and communities across the region. Hassan transports the microfilm to a hydroelectric dam for wide-scale broadcast, ensuring the truth reaches beyond the city's confines. Maren realizes the archive is not a building or a collection of documents, but the "Afterlight"—the persistent act of remembering, passed from hand to hand, generation to generation. The Keepers, once merely protectors of books, become active participants in a quiet war, securing the fragile but unyielding legacy of truth in a world determined to forget.
