After surviving a harrowing abduction by Arthur Vance and discovering a second body on the Larkin estate, Nora and Jonah manage to secure the original ledger and a decades-old confession tape. These documents prove that the Larkins murdered the missing victims to clear the way for coastal development, even entombing one victim within the concrete of the town’s new pier.

In a final confrontation at the docks, the local and state authorities finally intervene, leading to the arrest of Garrett Larkin and the exposure of the town's structural corruption. While Vance remains a fugitive, the "tides of truth" ultimately prevail. Nora finds a sense of closure for the victims and her family, leaving Cedar Harbor transformed from a place of quiet menaces into a community forced to reckon with its dark history and the high cost of its long-held secrets.
