Despite a final desperate confrontation with Elliot Grayson in a server room and a harrowing escape through a storm-flooded intake pipe, Maya successfully uploads the evidence to a secure server, making the conspiracy impossible to bury.
In the aftermath, the legal and social foundations of the town are shattered. Grayson and the mayor are arrested, the marina permits are revoked, and Gabe is exonerated. While the harbor remains physically scarred by the pollution, the "Silent Harbor" is finally forced to speak its truths. Maya finds a sense of redemption and closure, having transformed her sister’s tragic death into a catalyst for the town’s painful but necessary cleansing.
