The stakes are raised when Ava learns a deeper motive for the cover-up: Jonah was actually the Mayor’s illegitimate son, a fact that threatened Rowe’s political legacy and a multi-million-dollar land fraud scheme. Ava's brother, Tom, eventually confesses to witnessing Jonah’s death at the cliffs and being bribed to help erase the evidence, a secret he kept to protect their own father’s complicity.

After a violent final confrontation at the cliffs, the truth is finally made public.
