As Evie digs deeper, she unearths a vast conspiracy involving a hidden subterranean "double basement" filled with leaking PCB barrels and a secret secondary dumping site known as The Serpent’s Coil. The investigation becomes a lethal game of cat-and-mouse as Thorn’s enforcer, Marcus Kane, attempts to silence Evie through intimidation and violence. Along the way, Evie discovers a devastating family secret: her own father was bribed into exile decades ago to cover up the initial pollution started by Elias’s father, Arthur Thorn.

The tension culminates in a high-stakes race against time as the plant’s infrastructure begins to collapse, threatening the town’s aquifer. After a harrowing rescue mission to save Daniel and a captive diver from a flooding containment cell, Evie and Jonah intercept a final barge of waste on the open sea. With the help of federal authorities and a long-hidden logbook from a deceased lighthouse keeper, the Mercers expose the full extent of the corruption.

In the aftermath, Elias Thorn, Marcus Kane, and Sheriff Barlow are arrested, facing federal charges for their roles in the decades-long cover-up. Though Black Harbor faces a long and difficult ecological recovery, the Mercer family finds a bittersweet redemption. Evie chooses to remain in her hometown to document the healing process, committed to ensuring that the truth remains visible beneath the harbor lights.
