Just as they seem to have enough evidence, the case takes a shocking turn. A forensic analysis reveals the remains do not belong to Seth Kincaid, but to another boy, Liam Donovan, who vanished in 1989. The elaborate frame-up, using Seth's identity and signature items, was a calculated misdirection. This new path leads Claire to a secret alliance with Ruth Kincaid, who confesses her own decades-long guilt. She reveals that William Hart was blackmailed into complicity by Crowe and that she herself had helped cover up Liam's murder to protect her own son, Adam, who had been involved. Ruth confesses she orchestrated the discovery of the remains and guided Claire's investigation, using her to finally expose the man who had corrupted them all.

With Crowe's arrest, a fragile peace seems possible, until he escapes custody. In a final, desperate act, Crowe takes refuge in the town clocktower, the symbol of his long reign, rigged with explosives. He demands a reckoning, believing he is the town's true protector. Confronting him in the belfry, Claire realizes that his motive was never just greed, but a pathological obsession with control. The final showdown ends not in a blast, but in Crowe’s quiet surrender, broken by the weight of his own exposed secrets. As the authorities lead him away, the town of Hollow Creek is left to face the dawn, the river finally having given up all its ghosts, and the long silence finally broken.
