As Claire digs deeper, she uncovers a paper trail of secret ledgers and a "Holding House" on a cliff where children were kept before being moved. Aided by a retired social worker and a disillusioned local detective, she learns the horrifying truth about "Blackwood Island," a desolate quarantine station used as a final destination for children who became "liabilities." Claire eventually finds Jonah’s name carved into the stone walls of a hidden cell on the island—a silent testament to his final days before he was murdered to protect the foundation's secrets.

The climax occurs when Claire infiltrates the foundation’s digital vault, using a code hidden within the mayor’s own branding to access unredacted files. Despite attempts by the mayor's enforcers to intimidate and silence her, Claire and the local sheriff rescue a young girl intended for the next "disposition." The book concludes with the arrest of Evelyn Crowe and the total collapse of her criminal empire. Although Claire finally achieves justice for Jonah, the victory is bittersweet, leaving her to grapple with the profound cost of the truth and the task of honoring the lives of the children the town tried to forget.
