As Mara and Jonah delve deeper, they unearth a conspiracy that reaches into the highest levels of the city's government and law enforcement. They connect the ledger's payments to a series of ghost ships smuggling illicit goods and confirm that the long-dead harbormaster and a terrified assistant were complicit. The conspiracy turns deadly when their key witness, a retired medical examiner, is abducted and later found dead in a staged car crash. Mara’s attempts to expose the story are systematically thwarted: her apartment is ransacked, her car is chased, her newspaper is pressured into killing the story, and she is arrested on trumped-up charges of burglary and assault after a confrontation at the Wardwells’ cliffside mansion.

Imprisoned and facing a smear campaign designed to destroy her credibility, Mara realizes the system is rigged against her. From her cell, she coordinates with Rita, her editor, who leaks the story to national press. The investigation becomes a two-front war. Jonah, now a fugitive, rescues the comatose Dr. Thorne from Wardwell’s men and discovers a secondary, off-site archive of ledgers in a supposedly abandoned cannery. He and a young hacker named Theo are trapped inside but use the archive to blackmail the Wardwells into dropping the charges against Mara. The standoff ends with a public confrontation at the shipyard, where Wardwell’s entire operation is exposed in a live-streamed event, ending with the patriarch, Victor Wardwell, being publicly subdued by Mara and his daughter, Elise, being arrested after pulling a gun.

In the aftermath, the Wardwells' empire crumbles under a mountain of federal charges, their secret archive now public knowledge. Mara is exonerated, her name cleared, and the long-buried truth about her father’s murder is finally brought to light. The city’s rot is excised in a public spectacle, leaving the waterfront to the cleansing rain and the salt air, as the ghosts of the past finally find their voice.
