He has engineered the entire situation to draw her back into the world she left behind, seeking to test her skills and ultimately recruit her as his successor. The conspiracy is vast, rooted in a defense contractor called Blackwater Sentinel, which has been using its immense political influence to silence opposition. With the help of an ambitious reporter, Elena Park, and a skeptical but loyal local detective, Marcus Reed, Nora follows the trail to Washington D.C. and back, narrowly escaping Miller's attempts to either eliminate her or force her to join him.

The final confrontation takes place at Miller’s old farm, where he has set up a physical failsafe for his entire covert network.
