Aided by the cryptic clues of the elderly lighthouse keeper, Jonah Mercer, Nora and a rescued Lila uncover a secret vault beneath the lighthouse containing "The Last Manifest"—a definitive record of the conspiracy’s victims and financial crimes. The sisters face a violent backlash from town loyalists and a final, desperate attempt by Mayor Evelyn Crane to destroy the shipwrecked evidence using explosives during a high tide.
In a climactic confrontation at sea, Nora and Lila successfully salvage the ship’s original logs, providing the federal authorities with irrefutable proof of decades of racketeering, human trafficking, and homicide. The story concludes with the dismantling of the Crane empire and the arrest of several key officials, including the complicit Sheriff Mark Hollis. Though the lighthouse is left a charred ruin and the town faces a painful economic and social reckoning, the Caldwell sisters finally find closure, replacing a legacy of state-mandated amnesia with the restorative power of the truth.
