They discover that the Vales systematically poisoned the town's salt-marshes with industrial waste to devalue land for a luxury resort project, using a ruthless "fixer" named Silas Thorne to eliminate witnesses. The investigation leads them to a secret submerged archive and a hidden grave within the saltworks, where they find Celia’s remains and the final proof of the mayor’s crimes.

In a climactic confrontation, the conspirators attempt to incinerate the remaining evidence by burning the municipal archives and triggering a chemical "thermal event" at the local bank.
