In response to the dominance of multinational oil companies, primarily Western-backed "Seven Sisters," five oil-producing developing countries—Iran, Iraq, Kuwait, Saudi Arabia, and Venezuela—formed the Organization of the Petroleum Exporting Countries (OPEC) at the Baghdad Conference in September 1960. OPEC's objective was to coordinate and unify petroleum policies among its member countries, aiming to secure fair and stable prices for producers, ensure an efficient and regular supply to consuming nations, and achieve a fair return on capital for investors. In 1949, the world's first offshore oil drilling operation, Oil Rocks (Neft Dashlari), commenced in the Caspian Sea off Azerbaijan, marking a significant technological leap.
