The evidence for Paleolithic occupation in Ibaraki is fragmentary but significant. The fauna of glacial Ibaraki was equally distinct from what came later. Wild boar were present, though in lower numbers than during warmer periods. Human populations during this period were almost certainly very small. Estimates for the total Paleolithic population of the Japanese archipelago vary wildly, from as few as a few thousand to perhaps thirty thousand, but the lower figures seem more consistent with the sparse archaeological record. These were fully mobile hunter-gatherer groups, following seasonal rounds that tracked the availability of plant foods, game, and marine resources. In Ibaraki, the richness of the riverine and coastal environments would have made the lowlands relatively attractive, but the absence of pottery and the light material footprint of these groups means that their traces are extraordinarily difficult to find.
Archaeological sites from the Paleolithic in Ibaraki are typically identified by the presence of stone tool assemblages in datable geological contexts. Volcanic ash layers, or tephra, have been instrumental in establishing chronologies. The Japanese archipelago sits on multiple volcanic belts, and major eruptions have deposited distinctive ash layers across wide areas. The Aira-Tn tephra, originating from the Aira caldera in southern Kyushu and dated to approximately 30,000 years ago, has been identified at several Ibaraki sites and serves as a key chronological marker. Beneath this ash layer lie the latest Middle Paleolithic tool assemblages; above it, the Upper Paleolithic blade industries begin.
The transition from the Paleolithic to the Jōmon period, which archaeological convention in Japan places at around 16,000 years ago, represents one of the most significant shifts in the human history of the archipelago. It is defined, somewhat awkwardly, by the appearance of pottery—the world's oldest known ceramic vessels, a fact that continues to irritate archaeologists working in East Asia who believe the Chinese will eventually predate it. But the invention of pottery itself was accompanied by a broader suite of changes in tool technology, settlement patterns, and subsistence strategies that collectively signal the emergence of a new way of life.
Before reaching the Jōmon in the next chapter, however, it is worth pausing to consider what happened in the crucible of climate change that marked the end of the last Ice Age. The period from roughly 16,000 to 10,000 years ago saw dramatic warming, rising sea levels, and a fundamental transformation of the Japanese landscape. Temperatures rose rapidly, then fluctuated, then rose again. The deciduous forests pushed northward, replaced by evergreen broadleaf woodlands in the south and mixed forests in the north. Sea levels climbed, flooding the broad coastal plain and establishing roughly the coastline we see today. The Tone River adjusted its course to the new hydrological regime, and Kasumigaura filled with fresh water from a rearranged network of streams.
These environmental changes created new opportunities for the human populations of Ibaraki. The warmer, more productive forests supported greater densities of deer and wild boar. The rising seas enriched estuarine environments with shellfish beds. The expansion of nut-bearing trees—chestnuts, acorns, walnuts—provided storable plant foods that would become dietary staples. It was in this context of ecological transformation and growing resource abundance that the distinctive Jōmon culture emerged, with its elaborate pottery, its semi-sedentary settlements, and its complex ritual life.
The Paleolithic period in Ibaraki, then, is not merely a prologue to more interesting times. It establishes the ecological and geographic parameters within which all subsequent history would unfold. The volcanic soils that would make the plains so fertile under rice cultivation were being laid down. The river systems that would feed the great agricultural estates of the historical period were finding their courses. The coastal zone that would provide access to maritime trade was taking shape. And the small, resilient bands of humans who inhabited this changing landscape were developing the technological and social capacities that would allow them to exploit its growing richness.
One of the most evocative windows into this deep past comes from the archaeological site at Nishinoya in the city of Joso, where Paleolithic tools were discovered in stratified deposits alongside animal remains characteristic of the late glacial fauna. The stone tools include carefully prepared core and blade forms that represent the high-water mark of Japanese Paleolithic technology. The site's location near what was once the bank of the ancient Tone River suggests that these early inhabitants were already drawn to the same riparian environments that would attract farmers millennia later. Some things, it seems, are constants shaped by geography rather than culture.
Another significant cluster of Paleolithic sites has been identified in the mountainous northern part of the prefecture, particularly around the town of Daigo in the Kuji River valley. Here, the terrain is rugged, the valleys narrow, and the stone tools reflect a somewhat different pattern of resource exploitation—one more oriented toward upland hunting and the exploitation of mountain plant foods. The contrast between the riverine lowland sites and the upland sites hints at a flexibility of adaptation that would become a hallmark of human occupation in the Ibaraki region.
The question of where the Paleolithic inhabitants of Ibaraki came from, and how they were related to the later populations of the archipelago, remains one of the more contentious issues in Japanese physical anthropology. The skeletal remains from the period are scarce, but those that exist show morphological characteristics that have been interpreted in various ways. Some scholars see continuity between Paleolithic and Jōmon populations, arguing that the transition was primarily cultural rather than demographic. Others have proposed significant population replacement or admixture, with new groups arriving from the Asian mainland during the post-glacial period. More recently, ancient DNA studies have begun to shed light on these questions, though the picture for the Kantō region specifically remains incomplete.
What can be said with confidence is that by the time the first potsherds appear in the archaeological record of Ibaraki, around 15,000 to 16,000 years ago, the land was inhabited by communities that had been adapting to its particular conditions for many thousands of years. They knew where the obsidian sources were, where the large game congregated, where the best fishing spots lay along the river. Their knowledge was local, intimate, and hard-won, accumulated over hundreds of generations of careful observation. When they began to make pottery—those twisted-cord-marked vessels that would give the Jōmon period its name—they were building on a foundation of environmental understanding that had been laid down in the deep Paleolithic past.
The volcanic geology of the region continued to play a role even after the Paleolithic ended. Ibaraki sits within the reach of several major volcanic systems, and ash falls from eruptions in neighboring prefectures have periodically blanketed the landscape. The On-Pm1 tephra from Mount Ontake, various layers from the volcanoes of the Nikko and Nasu groups, and even occasional contributions from the massive calderas of southern Kyushu have all left their mark in Ibaraki's soil profiles. For archaeologists, these tephra layers are invaluable: they provide precise chronological markers that allow sites across wide regions to be correlated with one another. For the ancient inhabitants, a major ash fall would have been a catastrophe, smothering vegetation, poisoning waterways, and disrupting the ecological relationships on which their subsistence depended.
The coastline of Ibaraki in the late Paleolithic deserves special mention because it was changing rapidly. As sea levels rose during the post-glacial period, the Pacific advanced across the broad submarine shelf offshore from the Kantō Plain. By about 6,000 years ago, sea levels had actually risen slightly above their present mark—a phase known as the Jōmon Transgression—creating a broad, shallow sea dotted with bays and inlets that extended further inland than today's coast. The area around present-day Kashima and Hasaki, on the eastern coast of Ibaraki, was deeply indented by marine embayments that would have provided sheltered waters rich in fish and shellfish. These environments would become crucially important in the Jōmon period, but their formation was a product of the post-glacial sea-level rise that was already well underway by the end of the Paleolithic.
The interior landscapes were transforming just as dramatically. The warming climate encouraged the expansion of broadleaf deciduous forests dominated by oaks and chestnuts, with an understory rich in edible plants. In wetter areas, alder and willow colonized the river margins, while the higher elevations supported beech and other cool-temperate species. The mosaic of forest types, wetlands, and open areas created a diverse habitat that supported a correspondingly diverse animal community. For the human inhabitants, this meant a broad spectrum of potential food sources, though exploiting them effectively required detailed knowledge of seasonal availability and animal behavior.
The stone tool assemblages of the late Paleolithic in Ibaraki show a trend toward increasing regional specialization that foreshadows the regional diversity of the Jōmon period. Tool types, raw material choices, and manufacturing techniques vary from site to site in ways that suggest local traditions were developing. This is not surprising: as populations grew and became more tethered to particular territories, the transmission of technological knowledge would have become more localized, and the opportunities for regional differentiation would have increased. The Kantō region, with its varied geography and resource base, was particularly well-suited to this kind of diversification.
One final aspect of the Paleolithic in Ibaraki that merits attention is the relationship between the region and its neighbors. The Kantō Plain is a large, relatively open landscape that facilitates movement and communication. To the west, the mountains of the Chichibu and Okutama regions form a partial barrier, but river valleys provide natural corridors. To the north, the Abukuma mountains are more formidable, but the coastal route along the Pacific offers an alternative. To the south, the Tone River and its estuary historically formed a significant boundary, but in the Paleolithic, when the river's course was different and sea levels were lower, this barrier may have been less pronounced.
The distribution of obsidian from different geological sources provides the clearest evidence for these connections. Obsidian from the Wada Pass in Nagano Prefecture, from the volcanic islands of Kozu-shima and To-shima in the Izu archipelago, and from sources in Hokkaido have all been identified at Japanese Paleolithic sites. In Ibaraki, the presence of non-local obsidian at inland sites suggests that exchange networks or long-distance foraging ranges connected the region to source areas hundreds of kilometers away. The specific patterns of obsidian distribution in Ibaraki are still being worked out, but preliminary analyses suggest that the region was well-integrated into the broader exchange systems of the late Paleolithic Kantō.
The transition to the Jōmon period, which we will examine in detail in the next chapter, did not happen overnight. The earliest pottery in Ibaraki appears in a context that is otherwise quite similar to the late Paleolithic: the same stone tool types, the same site locations, the same subsistence strategies. The innovation of pottery seems to have been adopted gradually, perhaps over several centuries, and its initial impact on daily life may have been modest. But over time, the ability to cook food in ceramic vessels—to make stews, to process toxic plants like acorns by leaching out tannins, to store liquids—would transform the possibilities of human existence in the region.
The Paleolithic of Ibaraki, then, is a story of deep time, of landscapes in flux, and of small communities navigating a world that was changing around them in ways they could not have understood. It is a story told in stone and ash and pollen, in the faint traces left by people who had no writing, no permanent buildings, and no intention of leaving a record. And yet the record is there, buried in the volcanic soils of the Kantō Plain, waiting for the careful hands of archaeologists to bring it to light. What it reveals is a region of remarkable ecological richness, inhabited by people whose knowledge of their environment was profound and whose capacity for adaptation would carry them through the millennia of change that lay ahead.
The land itself—the flat plains, the winding rivers, the volcanic peaks, the shallow lake, the long Pacific coast—was already taking the shape that would define Ibaraki's character for all subsequent history. The stage was set. The actors were in place. The long, slow drama of human settlement in one of Japan's most quietly consequential regions was about to enter its next act.
