The Navy, which prided itself on controlling the Pacific waters, had allowed an American carrier task force to slip within launching distance of the homeland. Admiral Isoroku Yamamoto, the architect of the Pearl Harbor attack, was deeply shaken by the failure. The humiliation galvanized his determination to draw the remaining units of the US Pacific Fleet into a decisive battle, a strategic obsession that directly precipitated the catastrophic Japanese defeat at the Battle of Midway just two months later.

Beyond the immediate naval reorganizations, the Doolittle Raid ignited an intense, lingering desire for direct, symmetrical retaliation. The military leaders of Japan did not merely want to win the war on the distant battlefields of the South Pacific; they wanted to make the civilian population of the United States feel the exact same terror and vulnerability that had gripped Tokyo on April 18. They wanted American cities to burn, American sirens to wail, and the American public to realize that the oceans would no longer protect them from the consequences of global conflict.

However, executing such retaliation was a logistical and technological nightmare. The geographic reality of the Pacific theater was an unforgiving barrier. While the United States possessed forward bases in Hawaii, Midway, and eventually the Aleutians, Japan had no such springboards close to the American mainland. The continental United States lay over five thousand miles away from the Japanese home islands. To mount a conventional bombing campaign against the American West Coast, Japan would require long-range heavy bombers with an operational radius that simply did not exist in any air force's inventory at the time.

The Japanese Army and Navy possessed excellent medium bombers, such as the Mitsubishi G4M "Betty," but these aircraft lacked the range to reach even Hawaii without refueling, let alone the American mainland. The development of a true intercontinental heavy bomber, such as the proposed six-engine Nakajima G10N "Fugaku," was still in the earliest, most speculative design phases. Even if the industrial designs could be perfected, Japan’s rapidly dwindling resources, particularly high-grade aviation gasoline and aluminum, made the mass production of a fleet of giant intercontinental bombers an impossibility.

An alternative was the use of submarines. The Imperial Japanese Navy possessed some of the largest and most advanced submarines in the world, including the I-15 class, which carried a small, water-tight hangar housing a Yokosuka E14Y "Glen" floatplane. In September 1942, in a daring mission designed to spark massive forest fires, warrant officer Nobuo Fujita launched his floatplane from the submarine I-25 off the coast of Oregon. Fujita successfully dropped two incendiary bombs onto Mount Emily, near Brookings. While the mission was a historical milestone—marking the first time an enemy aircraft dropped bombs on the continental United States—the damp forest conditions prevented a major conflagration, and the attack remained an isolated, militarily insignificant pinprick.

Submarine-launched attacks were also incredibly risky. The US Navy’s anti-submarine warfare capabilities were steadily improving, and risking priceless fleet submarines and highly trained crews for the sake of dropping a few small bombs was a luxury the Japanese Navy could ill afford as the Allied counteroffensive gathered steam in the Solomon Islands and New Guinea. If Japan was to strike the American heartland in a sustained, meaningful way, it would have to find a completely different, unconventional delivery mechanism.

It was in this atmosphere of frustrated ambition and technological constraints that the Imperial Japanese Army’s research institutes began to look at the skies from an entirely different perspective. They needed a weapon that could travel thousands of miles without consuming precious aviation fuel, without requiring highly trained pilots, and without risking irreplaceable naval vessels. The solution would not come from the conventional aviation factories of Nagoya or Tokyo, but from the quiet, highly secretive laboratories where unorthodox scientists were given free rein to weaponize the natural forces of the Earth.

The Doolittle Raid had demonstrated that the Americans could strike Japan through a combination of audacity and creative engineering. To answer that challenge, the Japanese military would have to match that audacity.
