Instead, it contained children reading at a second-grade level alongside others who could easily digest eighth-grade novels. Parker realized that the teacher was the bottleneck. No single human being could split themselves into six different directions simultaneously to provide the tailored instruction each child required.
The solution, Parker reasoned, was not to find better teachers, but to change the technology of the classroom. He began to envision a system where the instructional material itself did the work of pacing and feedback. This concept was heavily indebted to the emerging field of behavioral psychology, particularly the work of B.F. Skinner. Skinner was pioneering the concept of "programmed instruction" and developing mechanical teaching machines. These devices presented information in small, manageable steps, required an active response from the student, and provided immediate feedback on whether the answer was correct. Skinner argued that this immediate reinforcement was crucial for learning, as it stamped in the correct behavior and kept the student engaged.
Parker took these behavioral principles and stripped away the clunky gears and levers of Skinner’s mechanical apparatus. He realized that the same psychological loop—stimulus, response, reinforcement—could be achieved using simple, well-designed paper materials. If a student could read a short passage, answer a few targeted questions, and immediately check their own work against an answer key, the learning process could become entirely self-regulating. The student would no longer have to wait for the teacher to grade their paper at the end of the day or the end of the week. The feedback loop would be instantaneous, satisfying, and deeply motivating.
This psychological framework was paired with another crucial concept: the idea of the "zone of proximal development," though Parker expressed it in more homespun, behavioral terms. He believed that a child learned best when met exactly at their current level of capability—neither so low that they became bored, nor so high that they became frustrated. To achieve this, any successful educational system needed a highly granular method of diagnostic testing and leveling. A child had to know precisely where they stood on the ladder of reading ability before they could begin climbing it.
But Parker’s philosophy went beyond mere mechanics and behavioral conditioning. He possessed a deeply optimistic, almost romantic belief in the power of student autonomy. He chafed at the paternalistic nature of the traditional classroom, where the teacher held all the knowledge and meted it out in small, controlled doses. Parker wanted to democratize the classroom. By handing the keys of assessment and progress over to the students themselves, he believed he could foster a sense of personal responsibility and self-reliance. In his view, when a child picked up an answer key and graded their own work, they were not just learning to read; they were learning how to learn.
This trust in the student was a radical departure from the educational norms of the mid-twentieth century. Critics worried that giving children access to the answer keys would lead to rampant cheating. Parker, however, maintained a stubborn faith in human nature. He argued that if you removed the punitive elements of grading—if the goal was self-improvement rather than pleasing an authority figure or avoiding a red ink mark—children would naturally choose honesty because they genuinely wanted to master the skill. The answer key was not a temptation to cheat, but a tool for self-correction.
Throughout the late 1940s and early 1950s, Parker experimented with these ideas in various clinical and school settings, refining his theories on self-paced learning. He became a traveling apostle for individualized instruction, lecturing to groups of skeptical teachers and school administrators. He was a charismatic figure, tall and energetic, with a persuasive speaking style that blended psychological jargon with common-sense educational maxims.
