In the years that followed, the Army made modest efforts to modernize its administrative structure, creating the Quartermaster Corps to handle transportation and supply. However, peacetime budgets were lean, and congress showed little appetite for funding dedicated military port facilities. The Army continued to rely on renting commercial piers in places like Hoboken, New Jersey, or hiring space at private docks whenever it needed to move men or material overseas. There was no master plan, no standard operating procedure, and no permanent, government-owned deep-water terminal on the Atlantic coast capable of supporting a major foreign campaign.
Then, in August 1914, the world exploded into war across Europe.
The outbreak of the First World War immediately sent shockwaves through the port of New York. Although the United States declared strict neutrality under President Woodrow Wilson, American industrial might and agricultural abundance were instantly drawn into the conflict. Great Britain and France, possessing superior naval power and controlling the Atlantic sea lanes, placed colossal orders with American factories and farms for steel, gunpowder, rifles, horses, grain, canned food, and industrial machinery.
Almost overnight, New York Harbor became the indispensable funnel through which the material survival of the Allied nations flowed. By the winter of 1916–1917, a vast, paralyzed line of loaded freight cars stretched backward from the Hudson River waterfront all the way to Pennsylvania and Ohio. Over seventy thousand rail cars were stranded on tracks across the northeastern United States, effectively serving as expensive, immobile storage sheds. Coal could not reach the city, causing fuel panics in Manhattan and Brooklyn; food spoiled in stationary boxcars; and manufacturing plants in the Midwest were forced to shut down because they had filled their storage yards and could not obtain empty rail cars to ship new product.
The harbor was choking on its own abundance. The disorganized, fragmented system of private piers, competing railroad companies, and municipal agencies was completely incapable of handling the demands of modern, industrialized total war.
The crisis reached its absolute boiling point in early 1917. On February 1, Germany reinstated unrestricted submarine warfare, announcing that its U-boats would sink all merchant shipping—neutral or belligerent—found within the war zone surrounding the British Isles. Dozens of American and Allied ships anchored in New York Harbor refused to put to sea, fearful of attack. The waterfront froze in place.
Two months later, on April 6, 1917, the United States officially declared war on Germany.
The entry of the United States into the Great War presented the Wilson administration and the War Department with a monumental challenge that bordered on the impossible. Furthermore, the location possessed a critical rail advantage. Just behind the site lay the tracks of the Long Island Rail Road’s Bay Ridge branch. This line connected directly via the newly constructed Hell Gate Bridge to the New York, New Haven & Hartford Railroad, providing an all-rail route to New England. More importantly, it linked via car-float bridges to the national trunk lines in New Jersey, allowing freight cars to bypass the congested streets of Manhattan entirely and roll straight onto the Brooklyn waterfront.
In late 1917, the land at 58th Street was a far cry from a military fortress. It was a sprawling, seventy-three-acre patch of coastal lowlands, marshy inlets, and tidal mudflats. A handful of modest wooden piers extended into the water, surrounded by scattered industrial shacks, coal piles, and open lots where local boys played sandlot baseball.
