Out of this chaos emerged the Sikh confederacies, or misls, which eventually coalesced under the formidable rule of Maharaja Ranjit Singh in the early nineteenth century.
Ranjit Singh’s Sikh Empire succeeded in bringing a high degree of stability and centralized control to the Punjab, stretching from the Sutlej to the Khyber Pass. His administration was highly pragmatic, focusing on maximizing revenue collection while maintaining a powerful, modern military machine. To secure his frontiers and pacify the turbulent bar, Ranjit Singh often farmed out the revenue collection of these remote districts to powerful local governors or military commanders. These governors, such as the famous Diwan Sawan Mal of Multan, exercised immense, near-sovereign authority over the southwestern Punjab.
Sawan Mal recognized that the key to both political stability and state wealth lay in expanding agriculture. In many ways, his policies foreshadowed the massive technological interventions that the British would later unleash, though on a much more modest and localized scale. Sawan Mal encouraged the excavation of inundation canals—simple, seasonal channels cut from the riverbanks that directed the high summer floodwaters onto the dry lowlands. He offered tax incentives, security of tenure, and state assistance to anyone who would dig a new well or clear a patch of jungle for cultivation.
Under Sawan Mal’s energetic administration, thousands of new wells were sunk in the Multan division, and substantial tracts of the lower doabs were brought under the plow. This policy of agricultural expansion was explicitly designed to tame the nomadic population by turning them into disciplined, tax-paying tenant farmers. Yet Sawan Mal’s efforts, significant as they were, remained constrained by the limitations of pre-industrial technology. Inundation canals were entirely dependent on the seasonal whim of the rivers; if the summer floods were too low, the canals remained dry, and if they were too high, the headworks were swept away. The great elevated plateaus of the mid-bar remained far beyond the reach of these primitive channels, preserving their wild, dry independence.
When the British East India Company annexed the Punjab in 1849, following two bloody Anglo-Sikh wars, they inherited this complex mosaic of settled river valleys, rain-fed northern plains, and wild, pastoralist uplands. The annexation of this vast, strategically vital frontier province presented the British with both a profound security challenge and an irresistible administrative opportunity.
