CHAPTER ONE: Flushing Meadows: The Stage Is Set
Long before it was crowned with a giant steel globe or trampled by millions of tourists, the land beneath the 1964 New York World’s Fair was defined by rot, smoke, and trash. Situated in the borough of Queens, midway between Manhattan and the expanding suburbs of Long Island, the area known as Flushing Meadows was once an expansive, sun-dappled tidal marshland fed by the Flushing River. By the turn of the twentieth century, however, industrialization had transformed the wetland into an open-air ecological nightmare.
The villain of the landscape was the Brooklyn Ash Removal Company. For nearly three decades, the company hauled trainloads of coal ash, furnace clinkers, street sweepings, and domestic refuse out of New York City and dumped them directly onto the Queens marshland. Under the iron-fisted direction of contractor Michael "Fishhooks" McKeon, the dump consumed over twelve hundred acres. It was hard to imagine a less hospitable piece of real estate on the North American continent. Yet to one man, this smoking, rat-infested wasteland looked like the ultimate blank canvas.
That man was Robert Moses.
The Master Builder’s Vision
In the middle of the twentieth century, Robert Moses was arguably the most powerful un-elected official in American history. Holding a dozen state and municipal titles simultaneously—including City Parks Commissioner, Chairman of the Triborough Bridge and Tunnel Authority, and head of the State Power Authority—Moses reshaped the physical geography of New York with absolute authority. Over a career spanning five decades, he built hundreds of miles of parkways, dozens of bridges, public beaches, state parks, housing projects, and civic centers. He operated with a bulldozer’s momentum and a sovereign monarch's disregard for opposition.
Moses did not merely view land as physical space; he viewed it as a medium for grand engineering. To Moses, the Corona Dump was not an unmitigated disaster, but a geographical tragedy waiting for a political solution. His ultimate, long-cherished dream was to construct a sprawling, central park for Queens—a green lung for the borough that would match Manhattan’s Central Park in size and grandeur.
The primary obstacle, as always, was money. Excising mountains of coal ash, filling in deep mud pits, grading thousands of acres, and constructing the massive highway interchanges needed to make the area accessible required a capital investment that city taxpayers would never approve. Moses needed an engine capable of generating tens of millions of dollars while capturing the public imagination.
He found that engine in the world’s fair model.
Moses had played a major role in organizing the 1939–1940 New York World’s Fair, which had used the exact same site. To prepare for the 1939 exposition, Moses oversaw a Herculean engineering project: thousands of laborers working twenty-four hours a day moved nearly seven million cubic yards of ash and soil. A second world’s fair on the same grounds would allow him to finish what he started in 1939: the revenue from ticket sales, corporate rentals, and concession contracts would fully fund the final, permanent conversion of Flushing Meadows into the ultimate urban park, complete with sports fields, botanical gardens, and paved promenades, all built at zero cost to New York City taxpayers.
Moses accepted the presidency of the newly formed New York World’s Fair 1964–1965 Corporation in 1960. He stepped down from several of his municipal park posts to focus on the project, though he retained his grip on the Triborough Bridge and Tunnel Authority—a position that gave him direct control over the region’s toll revenues and highway construction.
Moses approached the fair not as a cultural curator or an artistic director, but as a master builder and an unyielding corporate manager. He was seventy-one years old, accustomed to absolute power, and possessed no patience for red tape, diplomatic subtlety, or aesthetic theories. He wanted a massive, profitable, highly organized fair, and he wanted it built on time.
His first major order of business was securing official international sanction for the event. And that was precisely where Robert Moses ran headlong into a brick wall.
The Great Diplomatic Brawl
In the international exhibition world, authority rested with the Bureau of International Expositions (BIE), a treaty organization headquartered in Paris. Established in 1928, the BIE was created to bring order to global fairs, preventing cities from bankrupting themselves or competing continuously for international exhibits. The BIE operated under a strict code of regulations: official world’s fairs could only run for a single six-month season; host organizations could not charge rent for land occupied by foreign government pavilions; and major registered expositions could only be held once every ten years within a single member nation.
Robert Moses had little interest in Paris regulations, diplomatic protocol, or international treaties. He had already decided that the New York exposition would run for two seasons—1964 and 1965—in order to double revenue and ensure financial solvency. Furthermore, Moses intended to charge rent to every participant, foreign and domestic alike, to cover the immense cost of preparing the Flushing Meadows infrastructure.
To make matters worse, another American city had already beaten New York to the punch. Seattle had received official BIE endorsement for its Century 21 Exposition, scheduled for 1962. Under BIE rules, the United States was entirely ineligible to host another international exposition so soon, let alone a two-year fair in New York.
In November 1960, Moses flew to Paris to present his case directly to the BIE Governing Council. The meeting was a disaster of historic proportions. Used to commanding New York politicians and bending state legislatures to his will, Moses tried to browbeat the European diplomats. He made it clear that New York was going forward with its plans regardless of BIE regulations, scoffed at their financial restrictions, and dismissed their objections as petty bureaucratic meddling.
The BIE members were appalled by his arrogance. In response to Moses's blunt ultimatum, the Bureau issued an unprecedented formal directive instructing all forty-five member nations—including major industrial powers like Great Britain, France, West Germany, Italy, Japan, Canada, and the Soviet Union—to completely boycott the 1964–1965 New York World’s Fair.
To the traditional international diplomatic community, the BIE boycott was a fatal blow. A world’s fair without official national pavilions from Europe and the Soviet bloc seemed dead in the water. Critics predicted that the New York Fair would be a humdrum local trade show, stripped of the prestige and global glamour that made such expositions legendary.
Moses, however, was undeterred. If anything, the European boycott delighted him. He publicly dismissed the BIE as a collection of pompous European functionaries and privately realized that their absence opened up a massive tactical advantage. Without official foreign government pavilions clogging up the fairgrounds under strict diplomatic rules, Moses had hundreds of acres of prime land available for alternative tenants.
If the governments of Europe would not come to Queens, the corporate giants of America would step into the vacuum.
The Rise of the Corporate Cathedral
The BIE boycott fundamentally altered the DNA of the 1964 New York World’s Fair. Instead of serving primarily as a diplomatic stage for nation-states to parade their national cultures and geopolitical ideologies, Flushing Meadows transformed into an altar of post-war corporate capitalism.
Moses turned his formidable sales pitch directly to Fortune 500 boardrooms. The timing for corporate America was perfect. The early 1960s represented the peak of mid-century industrial confidence. American corporations were no longer merely manufacturing physical products; they were selling a high-tech lifestyle. Electricity, automation, synthetic materials, space technology, and suburban home comforts were the modern weapons of the Cold War, demonstrating the undisputed superiority of the American economic model.
For corporate executives, the Fair offered a physical platform to build brand loyalty on an unprecedented scale. These companies possessed staggering reserves of capital and were eager to spend millions of dollars constructing breathtaking architectural monuments to their own technological progress.
When smaller international nations ignored the BIE ban—countries like Spain, Ireland, Japan, and dozens of newly independent African and Latin American nations recognized the commercial importance of reaching the American market—they were integrated alongside these corporate titans. The result was a dynamic, highly commercialized mosaic. The 1964 Fair would not be a quiet, dignified museum of world cultures; it would be a vibrant, chaotic, high-volume consumer spectacle.
Civil Engineering on an Epic Scale
Before a single pavilion could be erected, however, Moses had to overcome the formidable engineering realities of Flushing Meadows. The ghost of Fishhooks McKeon’s ash dump still lurked beneath the surface.
While the 1939 Fair had cleared the surface ash, the underlying soil conditions remained a nightmare. Beneath a thin layer of topsoil lay decades of compressed cinder, rotting organic material, and soft, unstable marine silt extending down nearly one hundred feet to solid bedrock. Utilizing his dual role as head of the Triborough Bridge and Tunnel Authority, he poured hundreds of millions of dollars of public works money into widening and expanding the arterial highways surrounding Flushing Meadows.
The Grand Central Parkway, the Van Wyck Expressway, the Long Island Expressway, and the Whitestone Expressway were all widened, re-paved, or rebuilt with sprawling new interchanges wrapping around the perimeter of the fairgrounds. To accommodate visitors arriving by public transit, the New York City Subway system overhauled the IRT Flushing Line, adding new cars and building a massive, dedicated station at Willets Point. Nearby, LaGuardia Airport underwent a massive modernization program, opening a new terminal and expanding runways into Flushing Bay.
At its peak, the construction site at Flushing Meadows was the largest civil engineering project in the United States. Thousands of union ironworkers, carpenters, electricians, plumbers, and landscape architects swarmed the site, transforming a muddy wasteland into a vast, futuristic metropolis.
The Unisphere and the Layout of Tomorrow
At the heart of Moses’s master plan was the layout of the fairgrounds, which utilized the structural footprint left behind by the 1939 exposition. The grounds were divided into distinct zones: the Transportation Zone, the Industrial Zone, the International Zone, the Federal and States Zone, and the Lake Amusement Area.
Radiating outward from a central plaza, long tree-lined avenues bearing names like the Court of the Universe, the Avenue of the Americas, and the Pool of Industry guided visitors through the space. The layout was designed for high-density pedestrian flow, with expansive paved plazas built to handle hundreds of thousands of guests per day without bottlenecking.
To serve as the permanent visual icon of the 1964 Fair—replacing the iconic Trylon and Perisphere from 1939—Moses commissioned a monument that would embody both mid-century technological supremacy and global unity.
The result was the Unisphere.
Designed and donated by the United States Steel Corporation, the Unisphere was a engineering marvel of its day. Rising 140 feet high—roughly equivalent to a twelve-story building—and weighing 350 tons, it was the world’s largest stainless steel globe. The structure featured landmasses stamped out of textured steel, framed by three massive orbital rings representing the paths of early artificial satellites like Telstar and human spaceflight pioneers like Yuri Gagarin and John Glenn.
The engineering required to construct the Unisphere was intensely complex. Because the globe was top-heavy and asymmetrical due to the weight distribution of the landmasses, computer modeling—a novel tool in structural engineering at the time—was used to calculate the stresses on its delicate steel lattice framework. The entire structure was anchored to a massive concrete foundation resting on 120 steel pilings driven one hundred feet into the Queens mud.

Despite the chaos, Robert Moses remained relentless. He toured the grounds daily in his black limousine, barking orders, firing subordinates who fell behind schedule, and publicly dismissing any suggestion that the Fair would be anything short of a spectacular, world-changing triumph.
By early spring 1964, a miraculous transformation had taken place. Out of the mud and industrial ash of Queens, a surreal, retro-futuristic city had emerged. Strange, soaring structures dominated the skyline: concrete towers capped with giant flying saucers, massive geodesic domes, shimmering glass boxes, suspended highways, and giant corporate logos glittering in neon.
The stage was fully set. The engineering was complete, the highways were paved, and the massive gates were ready to swing open.
Yet despite the millions of dollars poured into architectural grandeur by major industrial titans, the true secret of the 1964 Fair would not lie in static displays of steel, concrete, or corporate messaging. The real revolution would take place inside a small handful of specific pavilions—where a visionary storyteller from California was preparing to show the world what happened when high technology was infused with emotional life.
