The first horse-drawn railway in continental Europe, in fact, debuted in 1832, connecting České Budějovice (then Budweis) in Bohemia with Linz in Upper Austria. However, Russia’s enormous size and less developed industrial base meant that railway expansion was slower and often dictated by different priorities than in Austria. The first railway line within the present-day borders of Turkey (though then part of the Ottoman Empire) opened in 1856, connecting Izmir (Smyrna) with Aydın. In the European territories of the Ottoman Empire, railway development was often tied to the "Eastern Question" and the interests of various European powers. For instance, British, French, and German financiers and engineers played significant roles in the construction of lines in the Balkans, often with an eye toward connecting to Constantinople (Istanbul) and opening up trade routes to the East.

The construction of railways in these imperial contexts was far from a straightforward affair. Funding was a constant challenge, often requiring a complex mix of state subsidies, private investment, and foreign loans. Engineering feats were remarkable for their time, including bridging vast rivers, boring through mountains, and laying tracks across diverse and often unforgiving landscapes. The labor force often comprised a diverse mix of local peasants, skilled foreign workers, and sometimes even military personnel. The social impact was immediate and profound, bringing new job opportunities, but also disrupting traditional ways of life and creating new social strata.

Beyond the grand imperial projects, smaller, more localized lines also began to appear, often connecting mines or factories to waterways or existing railway hubs. This lack of standardization would prove to be a recurring theme and a significant challenge in the subsequent history of Eastern European railways.
