While the formal term "petroleum" (石油, shíyóu or "stone oil") wouldn't appear until the Northern Song Dynasty around 1,000 years ago in Shen Kuo's Dream Pool Essays, the awareness of this subterranean resource was undeniably ancient. These early discoveries were far from industrial, often used for lighting, medicine, or even weaponry, but they illustrate a foundational understanding of the earth's hidden treasures.

The story of natural gas use in China is perhaps even more astonishingly ancient. As early as 500 BC, in the fertile Sichuan Basin, communities were drilling deep boreholes to access natural gas and brine. This wasn't merely a quaint experiment; they developed remarkably sophisticated techniques for the era, utilizing bamboo pipelines to transport the gas and mix it with air, providing a usable fuel for heating brine to produce salt. Despite these early endeavors, China's overall petroleum production remained quite limited for decades. By 1949, crude oil output was a mere 120,000 tonnes, a quantity that a modern medium-sized oil tanker could easily hold. This scarcity meant China was heavily reliant on imports for its petroleum needs. Part of the challenge stemmed from unfavorable geological assessments and a small domestic market, which offered little incentive for entrepreneurial investment in oil exploration. Furthermore, technological limitations frequently hampered early prospecting efforts.

The establishment of the People's Republic of China in 1949 marked a pivotal shift. In 1955, the Karamay oil field in Xinjiang was discovered. But the true game-changer arrived in 1959 with the discovery of massive reserves in the Songhua Jiang-Liao basin in northeast China. This led to the identification of the Daqing oil field in Heilongjiang, which quickly became the backbone of Chinese oil production for many decades. The Daqing oilfield, named to commemorate the 10th anniversary of the PRC's founding, began full-scale development in 1960. By 1963, it was producing nearly 2.3 million tons of crude oil, accounting for roughly half of China's domestic production. The discovery and development of Daqing were remarkable achievements, especially considering the withdrawal of Soviet technical and economic aid in the early 1960s, forcing China to develop the field independently.

The momentum continued into the 1960s with the discovery and development of other major oil fields, including the Shengli Oil Field in Shandong, which began production in 1968 and became the second-largest after Daqing, and the Dagang oil field in Tianjin. These discoveries allowed China to nearly eliminate its need for imported crude oil by 1965. By the end of the 1960s, China had established an independent oil industry, a truly monumental feat.

The 1970s saw a further surge in oil prospecting, with new fields emerging in central and northern China. Between 1968 and 1978, China's crude oil production grew at an impressive annual rate of 20%, transforming the nation into a net oil exporter by the 1970s. The impetus for establishing major petrochemical enterprises, such as the Shanghai Petrochemical Company (SPC) in 1972, can be traced to the political leadership's renewed emphasis on economic progress. SPC, situated in Jinshanwei, near Shanghai, was a massive undertaking, costing an estimated US$800 million for its first phase. While some imported technology was utilized, a significant portion of its equipment and processes were developed domestically, showcasing China's growing self-reliance. These early petrochemical plants, often built in locations without extensive geographical planning, sometimes faced challenges related to high transportation costs and difficulties in industrial control, a common characteristic of a centrally planned economy.

Throughout this period, China operated under a centrally planned economic system. Government departments directly owned and managed the oil industry from 1949 to 1978. Decision-making in the energy sector was heavily influenced by broader national and social goals, with a predominant focus on oil development and limited resources allocated to natural gas exploration. The lack of a long-term, comprehensive strategic plan for the energy sector, apart from the early 15-Year Electrification Program, was also a defining feature of this era.

The government's emphasis on heavy industry meant that this sector consumed the vast majority of resources; by 1980, industry accounted for approximately 80% of the country's primary energy use. This prioritization often led to significant energy supply constraints for commercial and residential sectors, creating a substantial pent-up demand for energy services. The planned economy, while instrumental in achieving rapid initial industrial growth between 1959 and 1979, also brought inherent inefficiencies, including political interference, a lack of functioning markets, and subjective decision-making. These systemic features often resulted in the misallocation of energy resources, hindering the development of an energy system that could efficiently support sustained economic growth.

From a meager initial base, commercial energy production grew at an average rate of 26% per year between 1949 and 1960. By 1978, China had become the world's fourth-largest energy producer.
