CHAPTER ONE: The Genesis of the People's Car

The story of Volkswagen, a name that would become synonymous with the "people's car," begins not in a gleaming factory filled with cheerful workers, but in the political crucible of 1930s Germany. It was an era of ambitious promises and stark realities, a time when a seemingly simple idea—an affordable car for every family—became intertwined with a powerful and ultimately destructive ideology. The seeds of Volkswagen were sown from the vision of universal car ownership, a dream that, while appealing to the masses, served a darker, underlying agenda.

In the early 1930s, car ownership in Germany was a luxury, enjoyed by only a privileged few. Only one in 50 Germans owned a car, with motorcycles being a more common form of personal transport for those who could afford it. This limited access to personal mobility stood in stark contrast to the burgeoning automotive industries in other nations, particularly the United States, where Henry Ford's Model T had already revolutionized car ownership. The concept of a simple, robust, and inexpensive vehicle that could bring the joy and freedom of motoring to the average citizen began to take root in the minds of various engineers and designers across Germany.

Among those who championed the idea of a "people's car" was Adolf Hitler, who saw in such a project a potent symbol of national progress and a way to garner popular support. For him, a network of autobahns, or limited-access highways, alongside a widely available car, would showcase Germany's technological prowess and improve the lives of its citizens. He envisioned a vehicle that would sell for less than 1,000 Reichsmarks, a price point that, at the time, was equivalent to about $140 US dollars, making it genuinely affordable for many German families.

To bring this ambitious vision to fruition, Hitler turned to Ferdinand Porsche, a brilliant Austrian automotive engineer with a reputation for innovative design. Porsche had already been toying with the idea of a compact, economical car for years, even before Hitler's direct involvement. He had developed several prototypes and harbored a keen understanding of the technical challenges involved in creating such a vehicle for mass production. The collaboration between Hitler's political will and Porsche's engineering genius would lay the groundwork for what would become one of the world's most iconic car brands.

On May 28, 1937, the formal establishment of the company responsible for this monumental task took place. It was initially named "Gesellschaft zur Vorbereitung des Deutschen Volkswagens mbH," which translates to "Company for the Preparation of the German Volkswagen Ltd." This somewhat unwieldy name reflected the preparatory nature of its early work, setting the stage for the mass production that was envisioned. Later, in 1938, the company's name was simplified to "Volkswagenwerk GmbH," literally "The People's Car Company." The headquarters for this new enterprise were established in Wolfsburg, a town specifically founded to house the massive factory that would bring the "people's car" to life.

The design principles for the nascent Volkswagen were clear: it needed to be reliable, easy to maintain, and capable of carrying two adults and three children. Furthermore, it had to be air-cooled, to avoid the complexities and potential freezing issues of water-cooling systems in cold German winters, and its engine was to be rear-mounted, a decision that would become a defining characteristic of its most famous early model. Early prototypes, known as the KdF-Wagen (Kraft-durch-Freude-Wagen, meaning "Strength-Through-Joy Car"), began to appear from 1938 onwards, showcasing the distinctive rounded shape and flat-four, rear-mounted engine that would become instantly recognizable.

The "Strength Through Joy" program, spearheaded by the German Labour Front, was a wide-ranging initiative aimed at improving the leisure time and morale of German workers. The "people's car" project was a central pillar of this program, a tangible symbol of the benefits that the state promised its citizens. The idea was that ordinary people could contribute to a savings scheme, making weekly payments towards the purchase of their very own KdF-Wagen. This innovative, albeit coercive, financing model was designed to generate excitement and commitment among the populace, linking their aspirations for personal transport directly to the state's grand plans.

Construction of the main Volkswagen plant began in February 1938, on a site located east of Fallersleben, alongside the Mittelland Canal. The scale of the undertaking was enormous, designed to be a vertically integrated and largely self-sufficient model factory. The initial production targets were ambitious: 150,000 vehicles in the first year after the planned opening in the autumn of 1939, rising to 300,000 in the second year, and eventually reaching an annual capacity of 450,000 vehicles. The long-term vision even aimed for 1.5 million "people's cars" to be produced. To achieve these figures, the workforce was projected to grow significantly, from an initial 7,500 to ultimately 21,000 employees.

However, the grand plans for mass production of the "people's car" were abruptly put on hold. The outbreak of World War II in September 1939 dramatically shifted the focus of the Volkswagenwerk factory. Instead of producing vehicles for the civilian population, the plant was swiftly converted to military vehicle and armament production. This pivot meant that the thousands of Germans who had diligently saved their money for a KdF-Wagen would never receive their cars. The dream of universal car ownership, conceived in a time of political maneuvering and industrial ambition, became a casualty of the escalating global conflict. The very infrastructure built for the "people's car" would instead serve the machinery of war, a stark and somber twist in Volkswagen's early narrative.
