CHAPTER ONE: The People's Car: Ferdinand Porsche and the Birth of Volkswagen
The idea of a "people's car" was not born in the heady, ominous atmosphere of 1930s National Socialist Germany. It was a notion that had been percolating in the mind of one of Europe's most brilliant, and often stubborn, automotive engineers for many years. Ferdinand Porsche, born in 1875 in Maffersdorf, Bohemia, then part of Austria-Hungary, was a man obsessed with mechanical and electrical innovation. He was not the product of a formal engineering education; his genius was innate, honed through practical application and an unceasing curiosity that saw him installing electric lighting in his parents’ home at sixteen. By 1900, he was making waves at the Paris World's Exposition with an electric wheel-hub motor, and he would go on to design everything from hybrid cars to successful racing machines for giants like Austro-Daimler and Mercedes-Benz.
Throughout this illustrious early career, however, Porsche harbored a persistent dream: to create a small, robust, and affordable car for the masses. This was a departure from the grand, expensive machines he was often paid to design for the wealthy elite. His first tangible steps towards this goal came after he established his own independent design firm in Stuttgart in 1931. He developed prototypes for motorcycle manufacturers seeking to enter the car market. The Porsche Type 12 for Zündapp in 1931 and the subsequent Type 32 for NSU in 1933 were clear precursors to what would become his most famous creation. These early designs already featured key elements of his philosophy: a streamlined body, independent suspension, and, crucially, a rear-mounted, air-cooled engine. However, the harsh economic climate of the Great Depression meant neither Zündapp nor NSU had the capital to risk mass production, and the projects stalled.
Porsche had the engineering vision but lacked the financial and political backing. That backing would arrive from the most powerful and dangerous source imaginable. In January 1933, Adolf Hitler became Chancellor of Germany. He saw the motorization of the German people not just as an economic necessity but as a potent symbol of national renewal and technological prowess. He envied America's car-centric culture, pioneered by Henry Ford, and was determined to replicate it in Germany with a state-sponsored national highway system—the Autobahn—and a "Volkswagen," a people's car. At the Berlin Auto Show just weeks after taking power, he announced his grand vision. The established German auto industry, focused on more profitable mid-range and luxury vehicles, was skeptical.
A meeting of minds, or perhaps ambitions, was inevitable. In 1934, Ferdinand Porsche, who had already been courted by Hitler for his successful Auto Union racing car designs, was summoned to discuss the people's car project. It was a perfect, if perilous, convergence. Porsche had a near-complete design ready to go, and Hitler had the absolute political will and the resources of the state to realize it on a scale previously unimaginable. That June, the German Automobile Industry Association (RDA) formally awarded Porsche's firm the contract to develop the car.
The project's parameters, laid out by Hitler himself, were dauntingly specific. The car had to carry two adults and three children, or four adults. It needed to be capable of sustaining a cruising speed of 100 kilometers per hour (about 62 mph) to suit the new Autobahns, while being remarkably frugal, consuming no more than 7 liters of fuel per 100 kilometers. It had to be reliable and simple to maintain, with an air-cooled engine to avoid the hassle of antifreeze in winter, a time when few working-class families would have a garage. The most challenging stipulation of all was the price: it was to cost no more than 990 Reichsmarks, roughly the price of a small motorcycle at the time and a fraction of the cost of the cheapest conventional car.
To oversee this monumental undertaking, the Nazi regime established a new organization. On May 28, 1937, the "Gesellschaft zur Vorbereitung des Deutschen Volkswagens mbH" (Company for the Preparation of the German People's Car) was founded by the Deutsche Arbeitsfront (German Labour Front), the Nazi organization that had replaced the country's outlawed trade unions. The project was folded into the DAF's leisure and propaganda wing, the "Kraft durch Freude" (Strength Through Joy, or KdF) organization. Consequently, the car was christened the "KdF-Wagen." This was never just about transportation; it was a deeply political project designed to showcase the supposed benefits of the National Socialist system to the German worker.
Porsche and his team, led by chief body designer Erwin Komenda, refined the designs of the earlier NSU and Zündapp projects. Komenda was instrumental in creating the car's iconic, beetle-like shape. The form was not a matter of style but a result of functional requirements, particularly aerodynamics, to achieve the target speed with a small engine. The car featured a lightweight all-steel body bolted to a platform chassis. The engine was a masterclass in pragmatic engineering: an air-cooled, flat-four "boxer" engine mounted in the rear. This layout eliminated the need for a long driveshaft, saved space, and simplified cooling. Combined with Porsche's patented torsion bar suspension, the design was innovative, robust, and, in theory, cheap to produce. Thirty prototypes were painstakingly built and subjected to grueling tests to ensure they met the demanding specifications.
A car of this ambition needed a factory of an equally audacious scale. A site was chosen in a sparsely populated rural area of Lower Saxony, near Fallersleben. It had excellent transport links, situated on the Mittelland Canal and a major railway line. Here, an enormous, state-of-the-art factory was to be built from the ground up, inspired by Henry Ford's River Rouge plant in Detroit, which Porsche had visited. On May 26, 1938, Hitler himself laid the foundation stone for the Volkswagenwerk in a massive propaganda ceremony. He declared that the car built there would be "a symbol of the National Socialist people's community." Alongside the factory, an entire city was constructed to house its workforce, initially named "Stadt des KdF-Wagens bei Fallersleben" (City of the KdF-Car at Fallersleben), which would later be renamed Wolfsburg.
The financing of this colossal project was achieved through a cynical and ultimately deceitful scheme. The German Labour Front launched a savings program, heavily advertised to the public. Workers were encouraged to purchase special stamps for five Reichsmarks a week, pasting them into a savings book. Once a book was full, containing 990 Reichsmarks worth of stamps, it could theoretically be redeemed for a brand new KdF-Wagen. The slogan, "Fünf Mark die Woche musst du sparen, willst du im eigenen Wagen fahren!" ("You must save five marks a week, if you want to drive your own car!"), was ubiquitous. The scheme was essentially a method of advance payment, funding the factory's construction with the future car owners' own money. Around 336,000 German citizens subscribed to the plan, their weekly payments pouring into the DAF's coffers.
However, the promise of mass motorization for the German people was a mirage. Before the factory could begin civilian production in earnest, Hitler's ambitions turned from building cars to conquering Europe. The invasion of Poland on September 1, 1939, just as the factory was nearing completion, irrevocably changed its purpose. The dream of the people's car was instantly deferred. The vast industrial capacity of the new plant was immediately co-opted into the German war machine.
The robust chassis and simple, reliable engine of the KdF-Wagen proved highly adaptable for military use. The primary product to roll off the assembly lines during the war was not the civilian saloon but the Type 82 Kübelwagen. This stripped-down, open-topped utility vehicle, Germany's answer to the American Jeep, became a ubiquitous sight across all fronts. Its lightweight construction and excellent traction from the rear-mounted engine made it surprisingly capable off-road, even without four-wheel drive. By the end of the war, over 50,000 had been produced.
An even more specialized variant was the Type 166 Schwimmwagen, an amphibious four-wheel-drive vehicle. Designed by Erwin Komenda, it featured a boat-like hull and a retractable propeller at the rear, driven directly by the engine's crankshaft. Over 14,000 of these remarkable swimming cars were built, primarily for reconnaissance units on the harsh Eastern Front. The factory also produced aircraft parts and even the V-1 flying bomb, cementing its role in the Nazi war effort.
To meet the insatiable production demands of the war, the factory relied heavily on a workforce it had never planned for. From as early as June 1940, Volkswagenwerk began using forced labor. Over the course of the war, an estimated 20,000 people—including Soviet prisoners of war, Polish civilians, and concentration camp inmates—were compelled to work at the plant under brutal conditions. The factory complex eventually contained its own subcamps. The reality of the "people's car" factory was a grim tale of exploitation and suffering, a dark foundation upon which the future company would be built.
By 1945, the dream was in ruins. The sprawling factory at Fallersleben was heavily damaged by Allied bombing raids. The city built to serve it was a shell. And of the 336,000 Germans who had diligently saved their Reichsmarks for a KdF-Wagen, not a single one ever received a car for their troubles. The savings books were now worthless pieces of paper. The very idea of a Volkswagen, born of one man's engineering vision but twisted into a tool of political propaganda and war, seemed destined to be just another failed project of a defeated regime, buried under the rubble of the Third Reich.
