CHAPTER ONE: The City of Madras: A Glimpse into the Past
Before there was a city, there was the coast. A long, flat, and often unforgiving strip of sand facing the Bay of Bengal, the Coromandel Coast was a landscape shaped by the monsoon and the sea. For centuries, life here moved to the rhythm of the waves and the seasons. Small fishing hamlets, known as kuppams, dotted the shoreline, their inhabitants venturing into the surf on slender catamarans, their lives a testament to a hard-won harmony with the ocean. Inland, the terrain was a patchwork of sandy plains, paddy fields, and palmyra groves. This was the ancient realm of Tondaimandalam, a region that had witnessed the rise and fall of great southern dynasties.
The ghosts of these empires lingered long after their power had waned. The Pallavas, ruling from nearby Kancheepuram, had left their indelible mark in the form of rock-cut temples and intricate sculptures. Ancient villages that would one day be absorbed into the fabric of the city, such as Mylapore and Triplicane, were already centers of religious and cultural significance. The 7th-century Kapaleeshwarar Temple in Mylapore, dedicated to Shiva, and the Parthasarathy Temple in Triplicane, honoring Vishnu, stood as testaments to the region's deep-rooted spiritual heritage, attracting pilgrims and scholars. This was a land with a history etched in stone, a place of ancient faith long before it became a hub of modern commerce.
The winds of change began to blow from across the seas. Lured by the lucrative trade in spices, cotton, and diamonds, European powers started to cast their eyes on India's shores. The Portuguese were the first to establish a significant presence in this part of the Coromandel Coast. In the early 16th century, they founded a settlement at Mylapore, which they named São Tomé (or San Thome), in honor of St. Thomas the Apostle. Tradition holds that the apostle had arrived in India in 52 AD, preached along the coast, and was martyred on a nearby hill, his tomb lying within the boundaries of their new settlement. The Portuguese built a fort and several churches, including the Madre de Deus church, and San Thome flourished as a bustling port, a little piece of Iberia on the Indian coast. For a century, they dominated the regional trade, their presence adding another layer to the area's cosmopolitan history.
By the early 17th century, however, the Portuguese star was beginning to fade, and other European traders, namely the Dutch and the English, were vying for control of the profitable textile trade. The English East India Company, having established a factory at Surat on the west coast, sought a secure outpost on the Coromandel Coast. Their existing settlements at Masulipatam and Armagon proved inadequate, the former suffering from a devastating famine and both lacking a good natural harbor and proper defenses. The company needed a place that was not only commercially viable but also defensible against both rival Europeans and local powers.
The search fell to Francis Day, a factor of the company. In 1639, guided by local intelligence and a keen eye for strategic advantage, Day inspected a strip of land a few miles north of the Portuguese settlement of San Thome. It was, by most accounts, an unremarkable piece of coastline: a narrow, sandy spit of land, about three miles long, bordered by the Bay of Bengal to the east and the Cooum River, which snaked around to the west, creating a small, defensible island. It was mostly uninhabited, save for the fishing village of Madraspatnam. Yet, it had potential. The hinterland was rich with the skilled weavers who produced the fine calico and muslin cloth so prized in Europe, and the location offered a crucial midpoint for the company's trade routes.
Day entered into negotiations with the local rulers, the brothers Damarla Venkatadri Nayaka and Ayyappa Nayaka. They were the local chieftains or Nayaks, governing the territory on behalf of the declining Vijayanagara Empire, then ruled by King Peda Venkata Raya from his capital at Chandragiri. Eager to foster trade and perhaps create a buffer between the Dutch at Pulicat to the north and the Portuguese at San Thome to the south, the Nayaks were receptive. On August 22, 1639, a grant was signed, leasing the three-mile strip of land to the East India Company for a period of two years, with the authority to build a fort and castle.
There is much debate surrounding the names that would come to define the city. The name "Madras" most likely evolved from Madraspatnam, the fishing village that pre-dated the English arrival. Its own origins are murky, with theories suggesting it could be derived from a local fishing chieftain, a Portuguese family named Madeiros, or the Portuguese phrase "Madre de Deus" (Mother of God), after a church in the area. The name "Chennai" has its roots in a different settlement. The Nayak brothers requested that the new English town be named Chennapatnam in honor of their father, Damarla Chennappa Nayaka. For a long time, the two names existed concurrently. The British favored Madras, while the local populace often referred to the growing Indian settlement as Chennapatnam. Eventually, the two settlements merged, but the dual identity would linger for centuries.
In February 1640, Francis Day, along with his superior Andrew Cogan, returned to the granted land. They were accompanied by a small group of merchants, artisans, and about twenty-five soldiers. They set to work immediately on what would become the nucleus of the new city: a fortification. The construction was driven by a sense of urgency, with the need for security being paramount. The first simple structure, a fortified factory-house, was completed on April 23, 1640, coinciding with St. George's Day. Inevitably, the new fortress was christened Fort St. George. It was the first major English fortress in India, a symbol of the company’s ambition and a toehold that would eventually grow into an empire.
The construction of the fort acted as a magnet. The promise of security and commerce drew people from far and wide. A planned settlement began to take shape around the fort's walls. This settlement was sharply divided. Inside the fort's protective embrace, or immediately surrounding it, was the area reserved for the European employees of the company. As per the Nayaks' grant, which stipulated that their houses could only be decorated in white, this area came to be known as "White Town." It was a small, orderly enclave of residences, warehouses, and administrative buildings, including the first Anglican church in India, St. Mary's Church, consecrated in 1680.
To the north of White Town, a second settlement began to sprawl, attracting Indian merchants, weavers, dyers, and laborers who serviced the company's trade. This area, a bustling, vibrant, and densely populated maze of streets and markets, became known as "Black Town." The two towns, physically and socially distinct, formed the twin foundations of the nascent city. This segregation was a hallmark of early colonial urban planning, a clear demarcation of the rulers and the ruled. The combined settlement of Fort St. George, White Town, and Black Town collectively came to be called Madras.
Life in 17th-century Madras was a blend of mercantile ambition and precarious survival. The East India Company's primary business was textiles. Fine cotton cloth, dyed with vibrant local colors, was the main export. The company's agents procured these goods from local weavers and merchants, sorted them in the godowns within the fort, and then loaded them onto ships anchored in the bay. This process was fraught with difficulty, as the open roadstead offered no protection from the violent monsoon storms, and all goods and people had to be ferried through the treacherous surf on local boats.
The administration of the settlement was firmly in the hands of the company's Agent and Council. In 1645, a new grant from the Raja of Chandragiri expanded the company's legal authority, empowering them to administer English Common Law among the European settlers and civil law among the wider population of the settlement. This was a significant step, transforming the trading post into a self-governing entity. The population grew rapidly; by 1646, just a few years after its founding, the settlement was home to an estimated 19,000 people. It was a diverse and cosmopolitan mix of English merchants, Portuguese Catholics who had migrated from San Thome, Armenians, Jewish diamond traders, and a multitude of Indian communities.
This early period was not without its challenges. The political landscape of southern India was in flux. The power of the Vijayanagara Empire was crumbling, and the region was contested by the Sultans of Golconda and other regional powers. In 1646, Golconda forces under General Mir Jumla conquered the area, and Madras came under their control, though the English were allowed to continue their trade. Later, in 1687, the region fell to the mighty Mughal Empire. Through these shifts in power, the company's officials learned to navigate the complex currents of Indian diplomacy, securing their trading rights through a combination of negotiation, tribute, and the formidable presence of their fortified settlement. The small strip of sand, acquired out of commercial necessity, was beginning to establish its permanence, laying the foundations for the metropolis to come.
