In 1982, Brotman cold-called Sinegal, who by then had left Price Club. On September 15, 1983, the first Costco warehouse opened its doors at 4401 Fourth Avenue South in Seattle, Washington. The location was an industrial area, consistent with the no-frills, low-overhead approach. The initial target market, like the early Price Club, was small businesses – restaurants, gas stations, and the like – offering them the opportunity to buy a limited variety of goods at prices just 8 to 9 percent over wholesale. The warehouse itself was a simple, unadorned space, offering about 4,000 different items – a stark contrast to the tens of thousands of SKUs found in traditional retail outlets. There was little in the way of traditional advertising; the focus was on word-of-mouth and the value proposition itself. Members typically paid an annual fee of around $25 to $35.

The opening was, by some accounts, a somewhat nervous affair. A popular anecdote among early employees suggests they were asked to park their cars in the customer lot to make the new warehouse appear busier than it was. The original building that housed the first Costco also served as the company's corporate offices until they relocated to Kirkland, Washington, in 1987 – the city that would later lend its name to Costco's highly successful private-label brand.

The timing for Costco's launch proved opportune. Consumers were receptive to the value-driven model, and the "treasure hunt" aspect of discovering new and sometimes unexpected items at low prices quickly gained traction. By the end of 1983, just a few months after the Seattle opening, two more Costco warehouses had opened, one in Portland, Oregon, and another in Spokane, Washington.
