The sinking of ships far outpaced the Allies' ability to build new ones. Following America’s entry into the war, the U-boats unleashed Operation Paukenschlag, or "Drumbeat," an assault on the poorly defended shipping off the American East Coast, bringing the war right to the shores of the United States.
At the heart of this campaign was the Type VII U-boat, the workhorse of the Kriegsmarine. Over 700 of these remarkable machines would be built, more than any other submarine class in history. The prevailing sentiment, championed by the imposing figure of Grand Admiral Alfred von Tirpitz, was that the future of naval power lay in the colossal steel hulls and giant guns of battleships. Tirpitz, the architect of the Kaiser’s High Seas Fleet, was engaged in a monumental arms race with Great Britain, and in his strategic calculus, these sub-surface novelties were little more than distracting, ungentlemanly toys. He saw them as, at best, a coastal defense mechanism, a sort of mobile minefield, but certainly not a weapon to challenge the supremacy of the Royal Navy on the high seas. This institutional skepticism meant that while other naval powers like France, Britain, and the United States were already dabbling in the murky world of underwater warfare, Germany remained a conspicuous latecomer.
The concept of a submersible warship was hardly new, even in Germany. As far back as 1850, a Bavarian inventor and engineer named Wilhelm Bauer had designed and built the Brandtaucher ("Fire-diver"). Conceived during the First Schleswig War as a means to break the Danish naval blockade, Bauer’s creation was a crude, man-powered vessel intended to attach explosive charges to the hulls of enemy ships. During its first test dive in Kiel harbor in February 1851, the Brandtaucher suffered an equipment failure and sank. Bauer and his two crewmen famously escaped by intentionally flooding the interior to equalize the pressure, allowing them to open the hatch and swim to safety, marking the first successful submarine escape in history. Though his initial effort now rested on the seafloor—where it would remain until being salvaged in 1887—Bauer would later build a more successful submarine, the Seeteufel ("Sea Devil"), for the Russian navy.
Despite Bauer's pioneering, if slightly calamitous, efforts, official German interest in submarines remained dormant for half a century. It was not a naval officer but the industrial might of the Krupp corporation that ultimately nudged the German Navy into the submersible age. In 1903, Krupp's Germaniawerft shipyard in Kiel, working with a design by Spanish engineer Raimondo Lorenzo d'Equevilley Montjustín, privately built a small, fully functional submarine named the Forelle ("Trout"). This 43-foot vessel was electrically powered and armed with two torpedoes, a significant leap beyond Bauer's hand-cranked contraption. The Forelle was a speculative venture, but it found a customer in 1904 when it was sold to Russia, then embroiled in the Russo-Japanese War. The Russians were impressed enough to order three larger boats of a similar design, which would become the Karp class.
This flurry of foreign interest finally caught the attention of Admiral Tirpitz. It was one thing to dismiss the idea internally, but quite another to watch a premier German shipyard exporting advanced weaponry to other nations while the Kaiserliche Marine had none of its own. The potential embarrassment, coupled with the slow but steady progress being made by rival navies, was enough to overcome his deep-seated prejudice against the "underhanded" weapon. In 1904, the naval office reluctantly placed an order with Germaniawerft for a single submarine. This boat would not be a copy of the Forelle or the Karp class, but a redesigned and improved vessel based on their principles. Launched on August 4, 1906, and commissioned on December 14 of that year, this 238-ton boat was designated Unterseeboot-1, or U-1. The German U-boat had officially been born.
The U-1 was a cautious first step, a vessel defined as much by its limitations as its capabilities. Measuring just over 139 feet long, it was a double-hulled boat crewed by two officers and ten men. It had a single bow torpedo tube and carried a total of three torpedoes. One of the most significant design choices made by the German engineers was the rejection of the volatile gasoline engines used by most other early submarines. Fearing the well-documented risk of fires and explosions, the Imperial German Navy opted for Körting kerosene engines for surface propulsion and for charging the electric batteries used underwater.
This decision prioritized safety over performance. Kerosene was far less combustible than gasoline, but the engines were less powerful, could not be reversed, and had to run at a fixed speed. This necessitated the use of complex and inefficient adjustable-pitch propellers to control the boat's speed on the surface. Furthermore, the kerosene engines produced a thick, tell-tale trail of white exhaust smoke, a significant drawback for a weapon that relied on stealth. This problem would not be solved until the introduction of diesel engines with the U-19 class in 1912. The U-1, with its modest range of 1,500 miles and a top surface speed of just under 11 knots, was deemed obsolete by the time war broke out and was relegated to training duties.
Even as Germany began to build more submarines in the years leading up to 1914, Tirpitz's focus remained firmly on his beloved battleships. Submarine construction proceeded at a crawl compared to the production of the High Seas Fleet. Tirpitz saw the U-boat's role as tactical and defensive, a tool to protect German harbors and perhaps ambush enemy warships that ventured too close to the German coast. He resisted allocating significant funds to their development, fearing it would divert resources from his grand strategic project of challenging the Royal Navy's surface fleet. Consequently, on the eve of war in August 1914, Germany possessed only 28 operational U-boats of various classes, a paltry number compared to the vast fleets that would later prowl the oceans. Many of these were still kerosene-powered, with only the newest classes equipped with the superior diesel engines. There was no established doctrine for their use, no strategic vision for a commerce-raiding campaign that would later bring Britain to its knees. The U-boat was a weapon in search of a mission.
That mission began, rather tentatively, just two days after Britain declared war on Germany. On August 6, 1914, a flotilla of ten U-boats—U-5, U-7, U-8, U-9, U-13, U-14, U-15, U-16, U-17, and U-18—sailed from their base on the fortified island of Heligoland. This was the first submarine war patrol in history. Their objective was ambitious and aligned with the navy's conventional thinking: to engage and sink capital ships of the British Grand Fleet, which they hoped to find patrolling between the Shetland Islands and Norway. The goal was to even the odds between the High Seas Fleet and its numerically superior rival.
The patrol was, to put it mildly, a disaster. It quickly became apparent that these early boats were not yet ready for the rigors of the North Sea. The engine on U-9 broke down, forcing it to turn back. The remaining boats pressed on, but they were about to run into a world of trouble. The Royal Navy was not passively waiting to be attacked. On August 8, U-15 sighted a squadron of British battleships and fired a single torpedo at HMS Monarch. It missed. Later that day, the periscopes of other U-boats were spotted by British warships, which attempted to ram them without success. The hunters were already being hunted.
The first blow fell the following day. In the early morning mist of August 9, the British cruiser HMS Birmingham, commanded by Captain Arthur Duff, spotted U-15 lying stopped on the surface. The U-boat was having mechanical trouble, its crew unable to get the vessel to dive. The Birmingham seized the opportunity, accelerating to full speed and ramming the submarine, which was torn open and sank instantly with all hands. It was the first U-boat loss of the war.
The bad luck for the German flotilla was not over. Another boat, U-13, was never heard from again and is believed to have struck a mine. With two of their ten boats lost, no successes to their name, and fuel running low, the remaining U-boats of the first patrol turned for home. It was an inauspicious debut for the Kaiser's new weapon. The High Command's strategy of using submarines to ambush and sink armored dreadnoughts on the open sea had proven to be both difficult and costly. The U-boat was too slow, too vulnerable on the surface, and too easily spotted by the overwhelming number of British patrols.
For a few weeks, it seemed as if Tirpitz's initial skepticism might have been justified. The U-boat appeared to be a failure, a fragile and ineffective weapon. But the nature of war is one of rapid adaptation, and the U-boat's true potential was about to be revealed, not against the steel hide of a battleship, but against a much softer target. On September 5, 1914, less than a month after the dismal first patrol, Kapitänleutnant Otto Hersing, in command of the diesel-powered U-21, was patrolling off the Firth of Forth in Scotland. He spotted the British light cruiser HMS Pathfinder.
Hersing's initial attempt to attack was thwarted; the cruiser was moving too fast and in an unpredictable zigzag pattern. But Hersing was patient. He surfaced to recharge his batteries and waited. Later that afternoon, he saw the Pathfinder returning. At 3:43 PM, Hersing submerged and fired a single torpedo from a range of about 2,000 yards. Lookouts on the Pathfinder spotted the torpedo's wake, and the officer of the watch frantically ordered evasive maneuvers, but it was too late. The torpedo struck the cruiser just behind the bridge, detonating a forward magazine filled with cordite propellant charges. The resulting explosion was catastrophic, ripping the front of the ship apart. The Pathfinder broke in two and sank within four minutes, taking 259 of her crew with her. It was the first time in history a warship had been sunk by a self-propelled torpedo fired from a submarine. The silent hunter had drawn its first real blood, and the reverberations of that single explosion would change the face of naval warfare forever.
