Instead, our exploration is geographical, structured around the thirty-four provincial-level administrative divisions that constitute the modern People's Republic of China. The provincial system itself is a product of a long and complex history. While the concept of dividing territory for administrative purposes is ancient, the precursors to the modern provinces were established during the Mongol-led Yuan dynasty in the 13th century. For centuries since, with some notable exceptions, the boundaries of these major administrative units have remained remarkably stable. This longevity has had a profound effect, allowing these divisions to evolve beyond mere administrative convenience. They have become crucibles of culture, serving as important markers of identity with which people strongly associate. To say one is from Sichuan or Shandong, Guangdong or Hunan, is to evoke a whole constellation of cultural stereotypes, culinary pride, and distinct historical narratives.
This book embraces this regional perspective, acknowledging that the grand narrative of Chinese history unfolded differently in each of its constituent parts. A decree issued from the imperial capital in Beijing might have had profound and immediate consequences for the surrounding province of Hebei, while its impact could be muted or transformed by the time it crossed the mountain passes into Shanxi or was filtered through the commercial hubs of the distant southern coast. The history of China is a constant dialogue between the center and the periphery, a dynamic tension that has shaped the nation's political landscape for millennia. Throughout its history, the central government has grappled with how to manage this vast and diverse territory, oscillating between periods of strong central control and moments of significant regional autonomy. The very borders of the provinces were often drawn by imperial governments as a deliberate strategy of "divide and rule," an attempt to break up natural geographic or cultural units to discourage separatism and warlordism.
To understand the histories of these regions is to first appreciate the profound influence of geography. China's physical landscape is one of immense contrasts. The country is often described as a three-step staircase, descending from the high-altitude Tibetan Plateau in the west, down through the mountains and basins of the central regions, and finally to the fertile, populous lowlands of the east. This topography has historically served as both a unifier and a divider. Towering mountain ranges and vast deserts created natural barriers, isolating regions and allowing them to develop unique cultural and political identities. The ancient states of Shu and Ba in what is now Sichuan, or the Nanzhao Kingdom in modern Yunnan, are testaments to how geography can nurture distinct civilizations.
At the same time, great river systems have acted as arteries, connecting these disparate regions and fostering communication and commerce. The two most significant of these are the Yellow River (Huang He) and the Yangtze River (Chang Jiang). The Yellow River, flowing through the North China Plain, is often called the "cradle of Chinese civilization." Its fertile loess plains supported the earliest agricultural communities and gave rise to the first dynasties, including the Xia, Shang, and Zhou. Yet, its propensity for catastrophic floods also earned it the name "China's Sorrow," a constant, powerful reminder of nature's ability to shape human destiny.
Further south, the Yangtze, Asia's longest river, carves its way through some of the country's most spectacular landscapes and fertile regions. While the Yellow River basin was the early heartland, the Yangtze River basin was home to its own ancient cultures and eventually grew to rival, and even surpass, the north in economic and cultural significance. This historic shift from north to south was driven by waves of migration, often spurred by conflict in the northern heartlands. Today, the Yangtze River basin is an economic powerhouse, a vital artery for transportation and commerce connecting the deep interior with the global markets of the coast. These two mighty rivers, rising from the same Tibetan plateau and flowing east to the Pacific, represent the twin wellsprings of Chinese civilization, nurturing its growth and shaping its historical currents.
This geographical diversity is mirrored in the country's cultural landscape. While the Han ethnic group constitutes over ninety percent of the population, this single label belies a remarkable degree of internal diversity. The most striking example of this is language. Mandarin, based on the Beijing dialect, was promoted as the national tongue in the 20th century, yet hundreds of millions of people still speak other Sinitic languages—often misleadingly called "dialects"—such as Cantonese (Yue), Shanghainese (Wu), and Min, among others. The differences between these languages can be as great as those between Spanish and Italian, making communication between people from different regions impossible without a common standard.
Beyond these major linguistic groups, there are hundreds of local dialects, each with its own unique phonology and vocabulary, further fragmenting the linguistic map. This linguistic diversity is a testament to the historical isolation of different regions and the deep-rooted nature of local identities. It is a richness that persists despite decades of promoting a single national language, a reflection of the powerful connection between language, community, and heritage.
The nation's cultural tapestry is further enriched by the fifty-five officially recognized ethnic minority groups, who, although a small percentage of the total population, inhabit vast swathes of China's territory, particularly in the borderlands of the west and southwest. These groups, including Tibetans, Uyghurs, Mongols, Zhuang, and many others, have their own distinct languages, religious traditions, and cultural practices. The government has established five autonomous regions—Inner Mongolia, Guangxi, Ningxia, Xinjiang, and Tibet—in areas with high concentrations of specific ethnic groups. These regions, in theory, possess greater legislative and administrative autonomy, reflecting the complex relationship between the Han-dominated center and the diverse peoples at its frontiers.
The structure of China's government is that of a unitary state, where ultimate authority rests with the central government in Beijing. Provincial and local officials are appointed by the center, and there is a constant effort to ensure that national policies are implemented across the country. However, the sheer scale of China means that provincial officials have always wielded considerable discretion, particularly in economic matters. This has created a dynamic and often tense relationship, where local interests can diverge from national priorities. Understanding this interplay between central control and local agency is crucial to understanding how China is governed and how its history has unfolded.

The People's Republic of China currently administers twenty-two provinces, five autonomous regions, four municipalities, and two special administrative regions. The four municipalities—Beijing, Shanghai, Tianjin, and Chongqing—are vast cities that function with the same administrative status as provinces, a testament to their political and economic importance. CHAPTER ONE: Anhui: Land of Merchants and Mountains
Nestled in eastern China, Anhui is a province that defies easy categorization. It is a place of stark geographical and cultural contrasts, a land bisected by two of China's great rivers, the Yangtze and the Huai. This division has created a province of two distinct halves. To the north of the Huai River lie the flat, fertile plains that connect Anhui to the great agricultural heartland of the North China Plain, a region culturally aligned with its neighbours in Henan and Shandong. South of the Yangtze, the landscape becomes increasingly mountainous, culminating in the granite peaks of Huangshan (the Yellow Mountains), and its culture shares more in common with the southern provinces of Jiangxi and Zhejiang. This geographical duality is the key to understanding Anhui's history, a story of a province that has long been a crossroads, a middle ground between north and south.
The province's name, established in the 17th century during the Qing dynasty, is a portmanteau, derived from the names of two important southern cities: Anqing, its political center at the time, and Huizhou, its dominant economic and cultural hub. Its official abbreviation, "Wan," harks back even further, to the ancient State of Wan that existed in the region during the Spring and Autumn Period (772–481 BCE). Evidence of human habitation in Anhui stretches deep into prehistory, with archaeological findings in Fanchang County suggesting human presence as far back as 2.5 million years ago. Neolithic sites, such as the 5,000- to 6,000-year-old Xuejiagang site in Qianshan County, point to the area's significance in the development of early cultures along the middle and lower reaches of the Yangtze River.
During the early historical period, the territory of what is now Anhui was not a unified entity but a patchwork of lands falling under the influence of various larger states. In the Warring States Period (475-221 BCE), the region was a contested frontier. After the powerful state of Qin pushed the state of Chu out of its heartlands in modern-day Hubei, the Chu court established a refugee capital at Shouchun (modern Shou County) in central Anhui. This brief period as a royal seat came to an end when Qin unified China in 221 BCE. Under the Qin and subsequent Han dynasties, the area was divided among several different commanderies, its administration fragmented. The fall of the Han dynasty ushered in a long period of division, and Anhui, situated at the juncture of north and south, became a frequent battleground. The pivotal Battle of Feishui, which halted the northern advance of the Former Qin and preserved the southern Eastern Jin dynasty, was fought in modern Anhui in 383 AD.
It was during the subsequent centuries of division and reunification under the Sui (581-618) and Tang (618-907) dynasties that distinct cultural and economic patterns began to emerge more clearly. The north remained tied to the agricultural rhythms of the North China Plain, while the south, with its mountainous terrain and proximity to the economically dynamic Jiangnan region, began to forge a different path. This was particularly true of the historic Huizhou region in the province's far south. The rugged landscape made large-scale agriculture difficult, compelling many of its inhabitants to look beyond farming to make a living.
The Tang and Song (960-1279) dynasties witnessed the rise of what would become Anhui's most famous export: the Huizhou merchants. Initially profiting from local products like tea and lumber, their commercial activities expanded significantly after the Southern Song dynasty established its new capital at Hangzhou, not far to the east. The Huizhou merchants were perfectly positioned to supply the booming capital with timber, lacquer, and other essential goods. This initial success provided the capital for them to diversify into a vast range of businesses, including salt, grain, silk, and pawn-broking. Over the centuries, the influence of the Huizhou merchants grew to national proportions. It was often said during the Ming and Qing dynasties that "where there is a market, there are Huizhou merchants."
The success of the Huizhou merchants was not solely based on business acumen. They cultivated a unique culture that blended Confucian ethics with commercial enterprise. While merchants traditionally occupied a low rung on the Confucian social ladder, the Huizhou traders sought to elevate their status by investing heavily in education. The wealth generated from trade was funneled back into their home communities to build academies and clan temples, and to support young men in their studies for the imperial civil service examinations. This strategy was remarkably successful. A disproportionate number of high-ranking officials during the Ming and Qing dynasties hailed from Huizhou. This created a powerful symbiosis: the officials provided political connections and favorable treatment for the merchants, who in turn funded the education and careers of the next generation of scholar-officials.
This deep connection to scholarship and the arts also fostered a rich cultural environment in southern Anhui. The region became a major center for the production of the "Four Treasures of the Study," the essential tools of the Chinese scholar: the brush, ink, paper, and inkstone. Anhui became particularly renowned for its Xuan paper, produced in Xuancheng since the Tang dynasty, and its Hui inksticks, both prized by calligraphers and painters across the empire for their superior quality. The wealth of the merchants also found expression in architecture. Returning to their hometowns after years of business across the country, they built magnificent mansions, ancestral halls, and memorial arches, leaving behind a legacy of beautifully preserved villages like Xidi and Hongcun, which are now UNESCO World Heritage sites.
While the south was building its commercial and cultural empire, northern and central Anhui remained more agrarian and were frequently caught in the crosscurrents of dynastic change. During the Mongol-led Yuan dynasty, the area was administered as part of Henan province. The founding of the Ming dynasty (1368-1644) brought a significant change. Its founder, the Hongwu Emperor, Zhu Yuanzhang, hailed from Haozhou (modern Fengyang) in central Anhui. With the Ming capital established in nearby Nanjing, the entirety of what is now Anhui and Jiangsu was designated as "Nanzhili," or the "Southern Directly-Governed" territory.
The formal establishment of Anhui as a separate province occurred in 1667, during the reign of the Kangxi Emperor in the Qing dynasty. The Manchu rulers split the former Nanzhili into the provinces of Jiangsu and Anhui. This administrative division, however, did not entirely erase the long-standing cultural and economic differences within the new province. Anqing, on the Yangtze River, became the provincial capital, but the economic and cultural influence of the Huizhou merchants in the south continued for another century and a half.
The 19th century brought turmoil and decline. The Taiping Rebellion (1850-1864), one of the bloodiest civil wars in human history, devastated much of central China, and Anhui was one of its principal battlegrounds. The Taiping rebels captured the provincial capital, Anqing, in 1853, and held it for eight years. The city's strategic location on the Yangtze made it crucial for both the rebels and the imperial forces. The brutal siege and eventual recapture of Anqing by the Qing army, led by Zeng Guofan, in 1861 was a major turning point in the war and left the province in ruins. The rebellion also dealt a severe blow to the Huizhou merchants, disrupting trade routes and destroying their accumulated wealth. Their dominance in Chinese commerce began to wane, and they never fully recovered.
In the aftermath of the rebellion, Anhui figures played a key role in the late Qing court's efforts at modernization. Li Hongzhang, a native of Hefei, rose to become one of the most powerful officials in the country. He was a leading proponent of the Self-Strengthening Movement, which sought to adopt Western technology and military techniques to shore up the dynasty. His Anhui-based Huai Army was one of the modernized regional armies that came to supplant the traditional Manchu banner forces.
The 20th century continued to be a turbulent period for the province. During the Warlord Era that followed the collapse of the Qing dynasty, the province was controlled by the Anhui clique, a powerful faction of the Beiyang Army, for a brief period. The Second Sino-Japanese War brought further devastation. In 1938, the Nationalist government, in a desperate attempt to halt the Japanese advance, broke the dikes of the Yellow River in neighboring Henan. This created a massive flood that inundated a vast area of northern Anhui, causing immense loss of life and displacing millions. Following the war, the province became a battleground in the Chinese Civil War.
After the establishment of the People's Republic of China in 1949, Anhui was initially divided into two administrative districts, North and South Anhui. They were merged back into a single province in 1952, and the provincial capital was moved from Anqing to the more centrally located Hefei. Under the new government, Anhui remained a largely agricultural and relatively poor province for several decades. It was severely affected by the famine during the Great Leap Forward in the late 1950s.
In the post-Mao reform era, Anhui became an early pioneer in agricultural reform. In the late 1970s, farmers in Fengyang County, the ancestral home of the Ming founder, secretly initiated the household responsibility system, dividing communal land among individual households. This move, which led to a dramatic increase in agricultural output, was later endorsed by the central government and rolled out across the country.
In recent decades, Anhui has been undergoing a significant economic transformation. Leveraging its proximity to the economically vibrant Yangtze River Delta, the province has become a major manufacturing hub, particularly in household appliances, automobiles, and electronics. The provincial capital, Hefei, has emerged as a major center for science and technology. Despite this rapid industrialization, Anhui's diverse geography continues to shape its economy. The northern plains remain a key agricultural region, producing wheat, cotton, and other crops. The south, with its stunning mountain scenery, particularly Huangshan, and its well-preserved ancient villages, has a thriving tourism industry. The province remains a major tea-producing area, with famous varieties like Qimen Black Tea and Huangshan Maofeng. With a population of over 61 million, it is a province looking to balance its rich and often difficult history with the opportunities of the future, a land of both fertile plains and misty mountains, forever shaped by the rivers that flow through it.
